- Establishment and management of marine and coastal protected areas
- Development of environmentally sound marine and coastal management capabilities, including evaluation of alternative uses
- Exchange of scientific and technical knowledge relating to the marine and coastal environment
- Assessment of SA coastal tourism resources
- Facilitation of cooperative scientific projects
- Sharing of knowledge and expertise on pertinent marine and coastal legal issues
- Promotion of educational and training opportunities related to the oceans and atmosphere
- Exchange of scientific, technical and legal personnel and on site training at NOAA or in SA
- Sharing of non-proprietary scientific and technical information, exchanges of technical experts, the convening of joint seminars and meetings and the conduct of research projects relevant to the areas
