- Expansion of training and capacity development activities with tertiary institutions and industry alike
- Cooperation with donors, including multilateral financial institutions, bilateral aid agencies & private foundations
- Mutually beneficial activities with other SADC and African coastal states, wherever feasible
- Public & private sector participation, including industry, as relevant to the BENEFIT program
