Provision of basic services and infrastructure |

| The growth of informal
settlements that lack infrastructure has resulted in backlogs in the provision of basic
services such as water supply, electricity, waste removal and transport services. |

| Urban sprawl increases
the cost of municipal infrastructure and service delivery and reduces the
cost-effectiveness of public transport and municipal service delivery. Rapid urbanization and urban growth has resulted in an increase in the
number of households requiring basic services and infrastructure.
The increase in informal settlements and large housing backlogs
increase the demand for services and infrastructure. However, the limited financial
resources of the urban poor result in an inability to pay for services.
Increasing global competitiveness requires a high quality and
sophisticated infrastructure for economic growth.

| In 1995, approximately
6% of households did not receive refuse removal services and some 12% of dwellings did not
have waterborne sanitation. In 1995, 82% of households had
access to drinkable water in their dwelling, but only 34% of these were in black
communities. 2.9% of dwellings did not have access to water within 50 m.
Approximately 9% of inhabitants did not have access to telephones
in 1995.
It is estimated that 7 200 dwellings are without operational
stormwater drainage.
Over 14% of inhabitants do not have household electricity.
In 1995, 37% of individuals in the CMA earned less than R800 per
month, limiting their financial capacity to pay for service delivery. For many households
there is only one source of income.

The following responses
are underway by the CMC:
- Capital funds have been allocated for the provision of services to
each of the MLCs.
- The targeting poverty and homelessness has been
identified as part of the Integrated Development Plan (IDP).
- Integrated Environmental Management (IEM) Guidelines are being
drafted as a working document.
- A Local Government Economic and Social Development Strategy is
being developed focusing on global competitiveness and poverty alleviation.
- A housing policy and Housing Information System are being
developed.
Additional responses underway:
- National and provincial government have programmes to improve
water provision.
- Eskom has a national electrification programme.
- Statistics South Africa undertakes an annual October Household
Survey, which includes the collection of data on the adequacy and availability of physical
services and infrastructure.
