| South Africa is characterised by imbalances in the
distribution and management of its resources. The CMA is no exception. Social development
and social justice are crucial preconditions for the achievement and maintenance of peace
and security within the metropole. Social development is also a necessary requirement for
sustainable economic development as well as the optimal use of our physical, natural and
human resources. Conversely, broad-based and sustained economic development is a
prerequisite for social development. These strengthen the CMAs global
competitiveness, further promoting socio-economic development. Poverty, however, remains a
