| The CMA has a poor
traffic safety record, characterised by a high fatality rate. |
 |
A combination of factors
contributes to this poor traffic safety record. These are:
- a lack of appropriate traffic safety management structures;
- poor infrastructure in low income areas;
- lack of administrative and judicial support to traffic law
enforcement; and,
|
 |
| In 1997, there were 62
561 recorded accidents in the CMA at a cost of R1.4 million. The fatality rate in the CMA is higher than the national average and three
to five times higher than international levels. Fatalities numbered 724 of which 404 were
pedestrians (54%).
Thirty two percent of all casualties involved pedestrians, with
39% of these being under the age of 13 years.
There is a high incidence of alcohol abuse amongst drivers and
pedestrians.
