State of the Environment

About the CMA
Transportation

Issue statement
The CMA has a poor traffic safety record, characterised by a high fatality rate.

What pressures are causing changes in the environment?
A combination of factors contributes to this poor traffic safety record. These are:
  • a lack of appropriate traffic safety management structures;
  • poor road user attitude;
  • lack of resources;
  • poor infrastructure in low income areas;
  • lack of administrative and judicial support to traffic law enforcement; and,
  • poor accident data.

What is the state of the environment?
In 1997, there were 62 561 recorded accidents in the CMA at a cost of R1.4 million.

The fatality rate in the CMA is higher than the national average and three to five times higher than international levels. Fatalities numbered 724 of which 404 were pedestrians (54%).

Thirty two percent of all casualties involved pedestrians, with 39% of these being under the age of 13 years.

There is a high incidence of alcohol abuse amongst drivers and pedestrians.

  • The establishment of traffic safety management structures.
  • The development of a road safety management and operational plan for the CMA
  • The production of an annual accident audit report.
