Minister Valli Moosa announced the Cleanest Town Competition winners on 26 September 2003 at the World Tourism Day celebrations. This year's winners are in the Metropolitan category and the Local Council category.

Winner: City of Cape Town
1st runner-up: eThekwini Municipality
2nd runner-up: Nelson Mandela Metropolitan Municipality

Local Council category

Winner: Overstrand Local Municipality
1st runner-up: //Khara-Hais Local Municipality
2nd runner-up: Lukhanji Local Municipality
