DEAT has created a new Chief Directorate: Regulatory Services within the Branch
for Environmental Quality and Protection. Within the Chief Directorate
sits a Directorate Compliance Monitoring. The purpose of this Directorate is
to:
“monitor compliance with the legally robust, monitorable and enforceable
authorizations and any other enforcement or compliance notices. The directorate
will also be responsible for carrying out DEAT’s responsibilities relating
to environmental emergency incidents”.
The project entitled “Development of a National Compliance Monitoring
System and Implementation Plan” has been established by DEAT to develop
an organizational development process for the new directorate which will result
in the establishment of the required structured systems, skills, incentives
and strategies the directorate will need in order to implement its objectives.
The work of the directorate will include monitoring compliance with authorizations
related to air quality, waste management, environmental impact assessments
and emergency incidents. Thus the systems developed by the project will cover
these topics.
The project is being managed by Palmer Development Group and project team
consisting of Dataworld, Arcus Gibb, Airshed Planning professionals and Resolve
Group. It commenced in October 2005 and will run until mid 2007.
In that time the project team will deliver 6 main outputs:
- Output A1: Compliance Monitoring Status Quo Report (due end Dec 2005)
- Output A2: Standard Systems for Compliance Audits
- Output A3: Standard Systems for Compliance Information Management
- Output A4: Organisational Structure
- Output A5: Skilled Staff in Place
- Output B1: 3 year Business Plan
