NATIONAL WASTE MANAGEMENT STRATEGY IMPLEMENTATION PROJECT WEB SITE

Introduction


This site is a specific NWMSI-project web site. The web site serves as an electronic " newsletter", hereby providing project participants, stakeholders and other interested parties with a quick and easy communication and information mechanism. Results, reports, discussion documents and lessons learned from pilot projects or other sources will be published here. The site will also be used as a discussion forum where you can provide input and ask questions. At a later stage key document will be transferred to the official Department of Environmental Affairs and Tourisms (DEAT) web site

NWMSI
Background The National Waste Management Strategy (NWMS) for South Africa was developed 1997-1999. The NWMS-strategy documents can be found at the official DEAT web site under the link "Projects & Programmes". In 2000 a number of implementation Starter Documents were developed. The NWMSI-project is a direct follow-up of the NWMS strategy and focuses at implementation of Selected National Waste Management Strategy Components. The selected components are Health Care Waste, Recycling and Waste Information System. The Project Document provides for objectives, deliverables, timeframes, budget and implementing agency. The implementation will primarily take place through pilot projects. Both the NWMS and the NWMSI projects are supported by Danish donor funding -DANIDA.

NWMSI Objectives
Development objective:

  • Reduced generation and environmental impact of all forms of waste, so that the socio-economic development of South Africa, the health of its people, and the quality of its environmental resources are no longer adversely affected by uncontrolled and uncoordinated waste management.

The Immediate Objectives:
  • Objective 1: Improved Health Care Waste Management: Sustainable and integrated Health Care Waste Management in South Africa, established within the frames of the NWMS, covering the full waste stream for all generators of HCW from areas with varying population densities and varying degrees of accessibility.

  • Objective 2 - Waste Information System is established and in use: A Waste Information System (WIS) has been established in DEAT with management and software in place. Minimum reporting requirements has been established for provincial and local level.

  • Objective 3 - Recycling of waste is increased and extended: In the pilot areas, new waste streams are identified, existing initiatives are expanded, and improved and new initiatives are implemented. Appropriate mechanisms are identified and developed that promote sustainable recycling by all members of the recycling chain. Appropriate mechanisms for recycling within specific circumstances will be based on an appraisal of the social, environmental and economic benefits and costs of recycling in comparison with one-way consumption and disposal.

  • Objective 4 - DEAT is capacitated to take full control of NWMS: The NWMS is deeply anchored in the DEAT who through capacity development and project involvement has been enabled to take full control of future implementation. Long term sustainability has been secured by DEAT staff capacitation as well as sucessfully tested mechanisms for dissemination of project results.
