Chief Directorate: Tourism


Role:

To lead and ensure the development of responsible tourism for the benefit of the people of South Africa.


Mission:

To lead and direct tourism policy formulation and implementation at national levels in partnership with SATOUR, the provincial tourism authorities, the tourism industry and other relevant stakeholders towards national tourism growth. Also to ensure and accelerate the practical delivery of tourism benefits to the broad spectrum of South Africans, while maintaining sustainability and quality of life.

To do this the Chief Directorate aims to:

  • follow a strategic, sustainable approach to tourism development, based on global best practice.
  • serve the public of South Africa and to do the utmost to initiate and add value to all the efforts that can contribute to a prosperous South Africa.
  • be effective, efficient and results driven in advancing the development of tourism.
  • be consistent and respectful in interacting with others
  • be committed towards fulfilling the Chief Directorate's mission with transparency and to foster a spirit of co-operation with other stakeholders.

Components:

The Chief Directorate: Tourism is split into three Directorates:

  • Directorate: Tourism Development & Provincial liaison;
    Subdirectorate: Tourism Project Facilitation
  • Directorate: Tourism Human Resources, Safety and International Relations;
    Subdirectorate: Tourism Safety and Awareness
    Division: Training and Awareness Support
  • Directorate: Tourism Business Promotion.
    Subdirectorate: Tourism Investment Incentives

Functions:

Functions relating to Policy/Strategy development:

  • Significantly increasing the participation in tourism by previously disadvantaged groups.
  • Structuring of roles to ensure synergy of effort between role players in tourism.
  • Managing of a collaborative tourism initiative towards a long term "grand strategy" for Tourism.
  • Establishment of a sound relationship with all core tourism constituents and obtaining a commitment towards tourism among them.
  • Establishing an audit and review of tourism legislation.
  • Continuous measurement of the effect of tourism on the economy.
  • Clear policy and strategy with regard to developing and maintaining external tourism relationships.

Functions relating to product development and promotion

  • Devising a clear holistic framework for tourism.
  • Facilitating the development of a vibrant tourism promotion programme.
  • Establishing a comprehensive tourism information system.
  • Eliminating barriers to tourism (safety and security, health).

Functions related to human resource development:

  • Establishing a human resources delivery system for tourism.
  • Promoting a general awareness of tourism.

Co-ordination functions:

  • Ensure a harmonious relationship between national and provincial tourism authorities.
  • Facilitate the development of an integrated and successful national tourism development plan.
