Invitation for government departments to submit views and information relating to specialised international access and benefit sharing instruments
As you may be aware, South Africa is a Party to the Convention on Biological Diversity (CBD) and the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization (Nagoya Protocol on ABS). The Department of Environmental Affairs is the National Focal Point for these multilateral environmental agreements.
During the fourteenth meeting of the Conference of the Parties to the Convention on Biological Diversity (CBD-COP 14) and the third meeting of the Conference of the Parties serving as the meeting of the Parties to the Nagoya Protocol on Access and Benefit-Sharing (COP-MOP3) adopted decision NP-3/14 [PDF] on Article 4, paragraph 4, of the Nagoya Protocol.
In light of the above-mentioned decision, the Department of Environmental Affairs requests all relevant government departments to submit:
- Information on how specialised international access and benefit-sharing instruments are addressed in their domestic measures;
- Views on the potential criteria contained in the study (summarised in the Annexure to decision NP-3/14), taking into account Article 4, paragraphs 1 to 3, of the Nagoya Protocol on ABS.
Kindly submit your views and relevant information as soon as possible, but no later than 16 August 2019.
